have some turbo pieces. wanting to build a turbo car. going for 8 psi. i do have a few questions since i will be using the stock ecu.
where will i put the idle control valve? or am i fine to use the same rubber hose that fits the idle control valve for low boost? if not could i use a metal pipe and make some holes for it to fit? or can i just run it without. also wanted to ask if the blow through was better then draw through? i see more people running blow through for e28 turbo's without a standalone. one last question would i need to run a chip? preferred not but will if have to.

Blow through shortens the length of plumbing containing metered air which is nice. It also simplifies blow off valve placement and plumbing. The ICV is worth going out of your way for, definitely keep it.

Not much to it. Just plumb it into the charge piping. The stock intake bellow will likely burst, you'll need to go with silicone couplers and metal tubing from the compressor outlet all the way through to the TB.
This is what I did with the M20:
Yours will be simpler. Weld a 1" stub in just the right spot, clamp a short section of 1" hose between the ICV and the stub and you're done.

TCD used to have a chip to modify the timing for boost. You could DIY that, or find one of those chips used.

If you can find a chip for a turbo application it would be better than nothing. I don't know how far you're going to get with the stock chip. You need to pull timing for boost if you want to keep that motor alive. Megasquirt or some other standalone injection is the ultimate solution.
Blow off valves are required as far as I'm concerned. Not a big deal to add, it will improve boost recovery between gears and make the turbo last much longer. Bosch diverter valves work very well, don't need fancy stuff.
